USEPA-ACT/ACF Water Allocation Formula Negotiations
Alabama, Florida and Georgia
The Tri-State Compact on Water Resources between Florida, Georgia and Alabama has been discussed, negotiated and litigated for over the past 20-years. The allocation of water throughout the major river basins between the three states has been contentious with the Federal government responsible for the control of water from federally owned and operated reservoirs to upstream and downstream water users. WRA assisted the USEPA in formulating and reviewing proposed water allocation formulas and created a basin plan format for the Alabama/Coosa/Talapoosa and Apalachicola/Chattahoochee/Flint River Basins. Facilitated negotiations were held and different scenarios for settling the dispute were generated by WRA.
